Harvey Crouch

Harvey Crouch, Chief Engineer, has 32 years total experience includes experience working with Class 1 railroads Southern Railway and Norfolk Southern in industrial development, track maintenance, and heavy construction project management; and, work as a consultant for over 120 short line railroads, city, state and county governments, and private industry.  His work in railway engineering encompasses all phases of work from track and bridge inspection, maintenance, and construction, to route planning, track and bridge design, construction project management, and general civil design.

Mr. Crouch has managed project development from conceptual and feasibility studies through design and on-site construction management. For example, Mr. Crouch has played a key role in the long-term rehabilitation of track and bridges on 10 short line railroads in Tennessee; designed rail facilities for the expansion of the Mercedes-Benz plant in Alabama; designed many route feasibility studies, up to 53 miles in length; designed more than 30 capital improvement projects for class 1 railroads; and, conducted numerous needs studies for track and bridge rehabilitation.

PROFESSIONAL HIGHLIGHTS

  • Railroad Engineer for 10 individual railroad authorities in Tennessee, leading the rehabilitation of track and bridges on each line for the safe railroad operation with modern car loads, accomplished through over 100 individual projects.
  • Engineer of Record for over 30 capital improvement projects on class 1 railroads including double track, siding, yard, and connection track planning, survey, design, and bidding.
  • Project Manager for the upgrading and rehabilitation of 20 miles of main line that had been out of service over 20 years, including new rail, ties, culverts, grade crossings, and a new 2.7 mile long branch line to serve sand quarries.
  • Engineer of record for a new railroad yard in Hartsville, SC including 20,000 TF of yard and storage tracks, a 2,800 SF office building, 9,600 SF locomotive and car repair shop, fueling, and wash facilities, including planning, contract negotiations, survey, design, bidding, and construction project management.
  • Project Manager for many route feasibility studies including routes from Nashville to Knoxville, TN; Coal mines in WV; Coal Mines in IL; Oak Ridge, TN; and Ghana, West Africa.
  • Project Manager, Freight Victoria, State of Victoria, Australia.  Assisted in the development of tender documents for the contracted maintenance of 3,000 km of track; the selection of a contractor to perform maintenance under the continuing service agreement; and evaluated the performance of the contractor over time.
  • Track Supervisor for Norfolk Southern’s main line between Danville, Virginia and south of Richmond, Virginia, including inspection and maintenance of track and bridges.
